restored iphone

hi recently bought a iphone 4 and i didnt know of the ios 7.0.4 activation screen and i restored it, then i managed to downgrade to 5.1.1 with cydia blobs but its still asking for it even on 5.1.1 is there any way ativate it or am i doing it wrong.thanks
