Ipad 3 touch not working.. advice needed

I have an ipad 3



History of it is.



Was water dammaged

Had oxidisation on dock connectoer.

And battery was swollen.



Took ipad board out and tested in chasisi of working ipad.



Everything works except there is no touch.



d3000 diode tests ok on multimeter.

Has no voltage across it when powered on.



No 3v on one leg or 18v on the other leg.



on U3000

There is no voltage on any of the legs..



Is this pointing to replacing the crystal...



or is it the u3000



what else can I check,

before i start changing things around.
