how to know when to use clear board id and refurbish option

pls some tell me how to know phone need to use either refurbish or clear board id, for instant i had 9360 will restart after boot up, i had flashed and fix application error still not work, i had also some 9900 and 9930 also red light will soft and chimera still not work and some other models pls how can i know refurbish or clear board id can make a problem worked. thanks in advance
