"Disabled, Connect to iTunes"

I've had almost no success with the IP Box.



I have an iPhone 5, running iOS 7.01. It is "Disabled, Connect to iTunes". I've followed the threads here that claim that the IP Box can unlock a disabled iPhone, but so far, it hasn't worked.



I tried it on an iPhone 4S, that was "Disabled, wait 15 minutes.", and it didn't work on that phone either.



I tried it on an iPhone 4S that was not disabled (just locked with a password), and it actually worked.



So what's the deal? Why are the posts here saying that it can unlock a disabled iPhone, and posting pictures claiming to show proof, yet it doesn't actually work?
