Baseband error on 3GS.....need help

I am facing with critical error on 3GS. It's look like damage on baseband flashing... But actually not. And as a serial it's not with Toshiba flash that damage on baseband flashing. Main problem "no service". Bluetooth and WiFi also not working. Restarting...IMEI null....But sometime suddenly it can see:D:D

This one is factory unlocked phone as customer says. I updated to 6.1.3 . But can't activate and same situation. Restarting.....

Then i downgraded to 4.1 , jailbreak, flash ipad baseband 6.15 and unlock with ultrasn0w. Bluetooth and WiFi back. IMEI ok. But continue restarting ( every 6 min ).... Searching... Blank ICCID ( I think insert sim due to this reason )

As i feel it's hardware...
