6280 No themes etc

I have reflashed a 6280, not dead, and I can not get the galley or themes etc.

I have tried various ppm and image (which im sure is the cnt file) files.

The phones language does change , *#0000# but no icons etc.

What am I missing?

Any idea's out there...
