replacement needed

i have a iphone 4 running ios 6.0.

after a full reset i am unable to activate the phone .



it is factory unlocked but when i try to activate the phone through WIFI it says REPLACEMENT NEEDED....



when i try to activate using itunes it says



THERE IS A PROBLEM WITH UR IPHONE .



please help me what to do ?
