e460 not connecting

i m using micro usb cable with a lg E460 but i am getting this:

Connecting phone - connect USB cable to phone, phone must be OFF - if you can't connect using micro USB cable - use P999 cable (with 910k resistor) ...

Opening USB Port (COM20) ... OK

Can't set configuration data

Operation failed

Any ideas?:confused:
