zte unlocked but no network

zte z830 usa at&t code generated and inserted successfully but no network

tried different sim of diff operator

diff frequency like 2g and 3g, 3g and 4g, only 2g, only 3g, only 4g, auto etc

network search manually but nothing found

already wiped

still no network

plz help
