If yes proceed with root.
If allowed Yes/No then

Unlock bootloader via Unlockbootloader - Developer World follow instructions then continue with root

Root procedure - Its preferable to enable usb debug and unknown sources on phone settings
1.Make sure you have last updates from android SDK
2.Download Superuser-3.0.7-efghi-signed and copy to your SD card
download recoveryneo and extract to C:\android-sdk\platform-tools - (or depend where is your installation or fastboot.exe)
3.Open CMD and write - fastboot flash boot recoveryneo.img - Press menu button then insert the usb cable - when and if you will be asked for drivers point to C:\android-sdk\extras\google\usb_driver\ if you do have problems with drivers installation especially on 64bit download then copy this modified inf Simple File Sharing and Storage. to C:\android-sdk\extras\google\usb_driver\ replace old one then install drivers
4. After installation disconnect phone press Vol Down + Power button or Vol UP + Power install Superuser-3.0.7-efghi-signed.zip from SD Card while choose zip from sd card - phone is rooted now
5.Watch video or returning stock boot so phone will boot up normally and be rooted.
