please help me with my iphone 5c

i have a iphone 5c with 7.1.2 jailbroken blocked Icloud

but it's working as an ipod

my brother want to install a deb file and he delete

Cydia Substrate with all deb and apps

now im blocked in activation step can someone tell me how i can return to normal mode
