.Cert questions.

I'm really confused and many questions will there is already a way to edit or create .cert files for new devices from Samsung? or even decrypt it already has someone already achieved such a feat? Because I think we have major problems in Read these files with some instruments, many people use the same one or several files to and end up having problems.

Can someone please explain me about this subject or closing time at the possibility.
