My 5s with Rsim 10 Can't recive calls but can make em

Why can I make calls but not recive them unless I make a call? I can send sms but will not receive any until I make a call. Data also dosent work . I can use App Store to download games. But I can't download rpatch . Phone has. full bars on service and says carrier but no 3G symbol. I'm currently using ggp3to 2 to get 2g . No data but calls n sms in and out. HELP.
