Order failure ! iCloud

Hello i processed before 7 days 2 imes for iCloud removal clean imei one is done another one is not , i want to know if i submit again will it be done till the 23 march the deadline i gave to my client because there in order says "RETRY" , if not can i get refund in Paypal even that i send money with WU it will costs me to loose but at least i will get something.. ?
